In August 2002, Dr. Downs founded Analytical Insights, Inc. with the goal of applying his expertise in Machine Learning & Data Mining and Quantum Computation & Optimization to real-world problems. He represents a unique combination of both academic depth and broad business insight, having applied his skills to a mixture of business strategy and pure research problems with businesses including; Bell Labs, Siemens Corporate Research, Roke Manor Research, Microsoft Research, MSN, Novantas, Apollo Data Technologies, Regal Cinemas, The Seattle Times, and Hamlet Inc.

Oliver holds PhD and MA degrees in Applied and Computational Mathematics from Princeton University and BA, MA and MSci. degrees in Experimental & Theoretical Physics, from the University of Cambridge, UK.
